Do I have to “open” the class up for students?

No. You do not have to do anything.

You, as the instructor of your course, can choose when to make your course active or inactive.

Click Course Admin -> Course Offering Information
Scroll down and modify the dates the Course is active

Note By default your Brightspace classroom is active(available) on the course dates found in my.ccc.edu.
